Semantic Markup (CON-WEB-002)
Use semantic markup to indicate presentation and function of text
Any text element which conveys information through its visual presentation style must be indicated semantically in code. This includes text styling such as strong, cite, blockquote, sub, and sup and any other text style which carries secondary meaning. This will enable AT to interpret the additional styling and present it in non-visual ways.

When content conveys information through presentation of text, appropriate semantic markup (e.g., em, strong, cite, blockquote, sub, and sup) MUST be used.
Test Procedures
Firebug > Inspect Element (CON-WEB-002-01-T)
Whenever content conveys information through presentation of text, appropriate semantic markup confirm that the proper semantic markup is being used (e.g., em, strong, cite, blockquote, sub, and sup).
